In order to let your meeting attendees join a Google Meet without a workspace user being present first, you’ll need to configure your settings within Google’s admin dashboard.
If you navigate to Apps > Google Workspace > Google Meet, there is a section for Meet Safety Settings. Then under the Joining section, you’ll want to ‘Host must join before anyone else can join’ to Off and ‘Meeting access type’ to Open.

If you set up CalPane in a conference room, and want guest or other users to be able to create meetings on the fly, this will allow them to join the virtual meeting without needing access from a signed in Workspace user.
Please note: Currently, there is no way to control this via the Google Calendar API, so this setting does affect your Google Meet implementation across the entire domain.
